How is it determined who gets the BEST 2013 banner next to their name in the registry?

Do you have to have 100% completion, or is it only that you have the finest set?
I am buying and trading for RC's of Wilt Chamberlain, George Mikan, Bill Russell, Oscar Robertson, Jerry West, and Bob Cousy!

    If you request it, PSA will print out a nice certificate and email it to you. Other than that no prizes are given out to my knowledge.

    you get a plaque for major yearly awards, ie best modern baseball set etc. and for HOF.
