    PCGS Price Guide for a VF-20 is $1,350. The last PCGS VF-20 I bought I paid $3,200.

The last sale I can find of a PCGS coin below the Price Guide was in September 2004.

So it appears to me that the PCGS Price Guide is a bit off on this coin. But your mileage may vary.

This is much like my effort to buy a PCGS 1843 O dime when AU50 was at $3000. I had to pay a lot more to get my PCGS AU53, but a NGC problem free low grade did trade under $1000 on ebay last month.
