From the first two images I can tell you the words across the top are the blessing for wine.
This is likely a "kiddush cup" i.o. used on the sabbath and holidays to bless a meal. There are tons of makers of these cups, so it could've been made anywhere by anyone. But I suppose you have a 50/50 chance it was made in Israel as many religious objects are imported from Israel to the US for bar/bat mitzvah and wedding gifts.
I have three at home, none are dated. The photos you provided of the bottom are a little too far away from the lens for me to read anything. But it looks like there's an "84" ... could be from 1984.
Probably not worth more than its weight in silver, and it's probably sterling.
