It's so beat up, I don't know how you would tell it's a proof. Die markers perhaps? Even though it is a census rarity, I would not care to own it. JMHO

I would guess it would grade about Fine-12 as a 1975 PHILADELPHIA MINT dime. Definitely NOT a 1975 No S Proof.
