20'th Mixed Basic vs. with Varieties

Well with the basic set being listed above the with varieties when you click on 20'th Century Type Mixed I coudn't help but notice many high grade %100 complete sets. So I registered my coins too.
That is when I realized you need both a 1964 Kennedy and a Silver Modern Kennedy in the Basic set, but only one Silver Kennedy will do for the with Varieties set. Isn't that strange? The basic set should accept either a '64 or a modern Kennedy for that slot while the with varieties should have both.
The '64 Kennedy has a higher weight (2) in the basic set but no DCAM bonus.
As it stands now there are only 4 or 5 "varieties" so the sets are pretty close.
