This is the incoming numis bullion. I assure the grades and pull anything that doesnt make it or is cleaned. A bit of pressure on me with all this money on my desk. Stackers dream?

As far as the suspected proof, it's almost certainly a business strike, yes? Was probably prooflike when new.
Think of an 1879S Morgan dollar. They polished the dies, and maybe some of the planchets too, those early years ( trying to turn out impressive Premium bullion maybe?)

Clearly! for every buyer there is a seller.
or sometimes a seller is a "flipper-stacker" who buys, somehow adds "premium" (breaking up large wholesale lots down to retail size, getting items graded, getting stickers on them, adding a "story" to them, , etc or even melting it and making the bullion a different shape)
and then sells, and stacks more for themselves with the profits
