with 2 wrinkles as described (although I cant see them in the pics), I think 3 or 4 or even 3.5 is dead on.

What is the VCP for a PSA 3, 3.5, and 4? Sorry I know, I'm not asking for much.

Nice looking card, but overpriced IMO. If the SELLER states it won't grade higher than a 3.5, without having the card in hand, I would have to price it somewhere between a 3 and a 3.5.
