It's got some serious hits on it if it's not a BS it's a very impaired proof. Image is not really grade quality.

40% it's a business strike

I've seen proof Franklins tone like this with milky looking centers and darker tones toward the rims.

Unfortunately, it is a 20-25 dollar coin Proof or not, FBL or not, certainly not worth sending in.

My opinion of course.

For the record, I go MS64 FBL

I think mint state. But not quite FBL due to the bridging to the left of that planchet flaw that adjacent to the bell lines.

Still, it is remarkably close to FBL.
