from the images it looks like a BS franklin with the 3 feather reverse - a proof reverse die
edited to add, there are quite a few of these out there, also in 1959 business strikes

I've seen proof Franklins tone like this with milky looking centers and darker tones toward the rims.

Unfortunately, it is a 20-25 dollar coin Proof or not, FBL or not, certainly not worth sending in.
My opinion of course.
