eBay BIN percentage changed?

I just noticed a change in the eBay BIN percentage, does anyone know when eBay changed the BIN from 10% to 30% of the initial price?

    Must have been with the new updates at the beginning of the month
    BHB- he's refering to listing an item
    you could list an item at 49.99 auction start with a BIN of 54.99 before
    now the BIN would have to be at least 64.99 with the 49.99 start
