Are Football, Baseball supplemental sets and traded sets always sold as a set? Are any ever sold in packs?

however, there were a few years that topps had the traded sets in wax packs as well as the full set. i think either 1990 or 1991. it wasnt to often. then again after 1992 they went back to the series style sets for awhile.

Yes, both 1990 and 1991 had wax packs for their traded sets, which might also testify why the sets are so cheap - once again, over produced. I could be wrong, but I think the wax pack might be cardboard stock while the traded set is a white stock? Can anyone verify this? I also believe the traded sets from 1990 and 1991 were sold in places like Target or places, given they had more than one style of factory sealed set available.
Also in 1985 Topps did a test run with traded cards in packs. I dont know about 1992 or not.
