Not speaking for PSA, but I assume the reasons are (1) the average prices for cards are higher pre-1956 and (2) there are more card sets pre-1956, especially rare/unknown ones. For the first reason, even if there is a declared value restriction, the average declared value per card for post-1956 might be $40 while for pre-1956, it might be $70 , so PSA wants a cut of this. For the second reason, PSA might find that more time is needed for the submissions that are pre-1956 because of the additional research work needed, as opposed to post-1956 where submitters just typically submit a bunch of Topps cards from various years. Note that SGC also does something similar is charge more for older cards during their monthly specials.

I think it has more to do with card size being standardized starting in 1958, in general.
