I believe that type of print line is pretty common in 1962 Topps. Same as in 1970 Topps and I don't think the card grade is penalized because of it.

1968 Topps have the same issue. Kaline regulary has a print line visible at the bottom border.
And these cards sometimes get a PSA 9.
The greatest trick the devil ever pulled was to convince the PSA 10 collector he didn't exist.

A similar line is common for the 1966 Topps hockey.
