Question for the Merc aficionados

I've been wondering why the bluesheet lists a price for a 1916D in PCGS MS67, when the PCGS pop report lists none, although there are 5 in PCGS 67FB. I've observed this for over a year, can any of you shed on any light on this boggle? Does this coin, in this grade and holder, exist?

The Same thing is in the Blue Sheet for a MS67 1929S of which None are available in a PCGS holder. They must just pull a number out of the Sky as what they think the Coin is worth. Hopefully someone will answer this Question for Both of Us.
The 1916D in MS67 as far as I can tell Does Not Exist in a PCGS or NGC Slab. If One was made I am Sure the Blue Sheet Price would be Worthless. The 1929S does Exist with 4 graded by NGC so Maybe the Price in the Blue Sheet has some Worth.

The bluesheet list a lot of prices for coins that don't exist in PCGS or NGC in a particular grade...take a look at the Buffalo Nickels; lots of examples there.
