off the wall question about an insert card

I was going thru some of the 2009 topps american heritage cards I had sitting around gathering dust and noticed that I had a Cesar Chavez chrome numbered to 76. The kicker was it is 01/76. I've noticed on ebay that some folks are calling these chrome refractors and since I am not that familiar with this issue I had two questions.
Question 1: Is this really a chrome refractor??
Question 2: Is there any premium attached to this card since it is number 1 of 76???

Just from the picture I can tell that this is a refractor. According to Beckett's online card database, the refractors were numbered to 76, while the regular chrome cards were numbered to 1776.

You are correct regular chromes are numbered to 1776, chrome refractors are numbered to 76. Nice find!
