1989 Topps Baseball Wrappers - Question

I just cracked a 1989 wax case, 14 wax boxes and 6 with the cello wrappers like the
so-called 1983 Michigan. In the same sealed case.

I was unaware that Topps repeated this test before they went to it permanently for 1991.

Are there other issues between 1983 and 1991 that have these wrappers?
The greatest trick the devil ever pulled was to convince the PSA 10 collector he didn't exist.

    This is my third wax case and never got these before.

    The fact that these boxes were mixed with the wax boxes is truly odd. First thing I thought when I
    opened the box that had them -- whoa they gave me 1991 accidentally. But they're clearly 1989
    shown on the front and on the back of the packs.

    Haven't opened a pack yet and not sure if I should if they're uncommon,
    but I'm not an unopened collector myself.
