1989 Topps Wax Case -- Question

I'm really leaning towards ripping this case... or should I leave it sealed?
LOL -- that's not my question. I opened a 1989 wax case earlier tonight.
First box was OK but not great. Biggio was the gum-stain card in one pack
and the only Biggio in the box. It happens.
But the second box had the cello wrappers -- not the usual wax. Not clear
like a cello pack but not wax either.
Was this common for Topps? To mix wax and non-wax wrappers in the same
box? Or was this some kind of test thing. The box came from Michigan if that
has any bearing on the matter.

The greatest trick the devil ever pulled was to convince the PSA 10 collector he didn't exist.

A full box of the cello-like wrapper. In the same case as boxes with wax wrappers.
I'm checking the other boxes now.

I'm not doubting you, I'm just curious to see what we're talking about.
There were 6 boxes with cello wrappers, and 14 wax boxes.
I know that Topps did this for 1983, but was unaware that they used
these wrappers again before 1991.
And very odd to mix in the same case. The case was totally sealed like a clam
and definitely not opened before I did.
