Crazy... I can see people walking in with a large quantity of PMs for some sort of identifications but dealers? Seriously?

this is good news for owners of metals, it helps catch those who steal their metal

The burden is placed on businesses that buy the metal:

"Gold-buying businesses will now be required to photograph and fingerprint sellers as well as photograph the items that are being sold to the dealer."

"Interest rates, the price of money, are the most important market. And, perversely, they’re the market that’s most manipulated by the Fed." - Doug Casey

I wonder if this will apply to coin shows as well.

This applies to Crafted precious metals only (i.e. jewelry). Coins and bullion are specifically exempted from the ordinance.
