Im all for this, but here is my take on it. I have thought about this over the past few years. Our country is obviously in some financial strain right now. We are looking for all these ways to cut spending yet we spend how many millions of dollars designing new coins and stamps. Im sure i am in the minority, I just use common sense unlike Washington. That being said, is anyone going to submit an entry? I look forward to seeing some of the designes people submit.

I agree, but I think the purpose of these coins is to generate revenue, so supposedly the cost that goes into creating these coins and stamps is covered by the resulting retail sales. Supposedly being the key word.
If, however, these were the next round of quarters (first states, now 'America the Beautiful') then your take would be spot on. While these quarters are collectibles, they are also currency, and given our current economic climate and the relative ill health of our federal government's budget, those 'special' designs could be done without.

<< <i>Not that we use much cash but I've not seen even ONE America the Beautiful quarter. Are these (and the 2009 Territorial quarters) even used at all? >>
I have seen a few territory quarters (I save my change for an annual vacation so I get a lot of quarters) but only one AtB. I didn't have my reading glasses on and couldn't figure out what the heck it was. Even with them on I couldn't figure out what it was. I had to look it up.

And why don't they mention that it's for the 75th anniversary of the HOF? People reading this at first may think it's a "just because" sort of honor.

That's why they keep churning out these coins....
And the gold ones are not for the causal collector because they usually cost over a grand.
