I recall as a kid there was a movie where a guy saw through scratch off lottery tickets at the counter and split it with the clerk (Robo Cop maybe?). Unless this guy has that kind of vision, he is resealing packs.
not resealed. You can see through the wrapper. He "fans" the cards in the pack one at a time to see them all. What this does to the edges is not his problem.
