Why do some sellers insist on mailing '52-'56 Topps baseball cards in rigid card holders? Do they really think they're protecting the cards?

Even more baffling: they send the card in a nice mailing package...not a PWE, which you might expect from sellers like that.

If any of you are reading this: Stop it!

I bought probably 100 cards last month in hopes of finding gradable copies of a few cards. I would say 40% came in PWE. These were purchased from Ebay, Sportslots, Beckett, etc. What baffles me is if I buy a $20 card and pay $3 shipping it is always shipped with a bubble mailer, if I buy a $1-3 card and pay $3 shipping somehow it's okay to ship it in a PWE???? It is definitely happening more often these days.
