No idea of whether or not its been searched. But I do know this- You have no idea of whether the pack is really a Desert Shield pack until you open it. The seller doesn't know either unless he was given the packs while in the military.
Agree with Mcadams--I have that set and bought a couple of packs to go with it from a reputable dealer who said they came from a source he thought reliable, but I will never really know unless I open them

Also, the cards come in a predetermined sequence so if you open you should be able to determine if it was searched unless exact lesser quality was put back in. You'll never really know but you should be able to tell with some certainty after opened.
The odds of getting a legitimate, untampered-with $15 pack on ebay are not good. I suspect those odds decrease even further when we're talking about a $150-200 pack.
