What happens if you don't follow packaging guidelines?

It seems rather overdone and arbitrary.
I'm planning on a bulk submission (hopefully I get it in this month for the $5.50 special).
103 cards, total value, maybe $50 (maybe). I probably doubled the value of the cards simply by putting them in card saver 1s (which I won't get back).
So I bound each order form's cards together with a rubber band, but I'm going to leave out the cardboard on top and bottom, I'm also using brown vinyl tape (the horror).
At what point would they just return your box to you? It isn't like I'm submitting cards that are worth anything, if the box got lost on the way to PSA, I don't even think I'd get upset beyond having to buy the set off of ebay again for a few bucks and repackaging the whole thing.

It just seems like a set I can get the #1 registry set for. Only one other set in the registry and it is only 27% complete.
But now, the return shipping gets silly:
103 individual cards, that is 7 submission sheets. Between 9 and 25 cards, it is $23 return shipping, that alone is $161.
But if I submit 103 cards on one sheet (10 cards, quantity of 10) then it is only $41.75 in shipping--first 25 cards is $23 and $.25 for each additional.
If bulk submissions are reserved for members, they should have a bulk submission sheet or bulk submission return postage rates.
If you are worried you did not follow the correct guidelines, I always call and speak with someone there. It seems everyone there is very knowledgeable of the whole operation and will tell you exactly how to do things. My first sub I must have called 5 times about things and they always answered my questions - and I still did not make a new order sheet for 2 cards which fell into a different category. But they went ahead and did it after I approved their go ahead of making a new order with new charges, etc. Very helpful over the phone.
I wouldn't submit 100 cards in a plastic snap case, but is using the wrong kind of tape really something that throws the earth out of orbit? I went to the store, they didn't have paper tape, they had vinyl, so that is what I'm using.
With 8 digit certificate numbers, I would be stunned if every single submission ever was packaged as described on their site.

you could sub 1000 cards in one bulk sub of you want. just make extra sheets on excel to list the cards. If you submit 103 cards with a declared value of $50 the total shipping will be $23 plus $0.25 per card. why would psa offer bulk shipping when they are sending it to you via USPS. they are paying the USPS rate plus an insurance (though self insured) charge.

To the OP...
I wouldn't worry too much about the packaging, as long as the cards are in card saver 1s (or equivalent) and packed well along with the properly filled out and signed submission form(s) you should be good to go.
Don't worry about using paper tape unless you're sending it registered (which PSA doesn't even do anymore for small value orders)
Don't worry about using stickers on each card saver either, it's a waste of time.
Don't worry about using multiple forms or better yet make your own or just attach a printout of the cards to submission form if you have more than will fit on one sheet.
Do worry about including separate forms (and return shipping) if you're subbing cards at different grading levels and plan to ship them together!! I agree that return shipping in these cases can be a bit much. I once had 4 small subs (pre 56 special, post 56 special, Salada coins and a free membership sub) that cost me well over $80 to have shipped back to me. Cost me less than $20 (w/INS) to send them to PSA.
