Card is otherwise in EX condition, but has a pin hole that can hardly be seen.... is it automatically a PSA 1 PR? Or can it get a PSA 2?

I have often wondered that myself. What if a card was otherwise MINT or GEM MINT - I do not think that card should be a PSA 1. One thing is for sure, not all technically low grade cards are equal. Some can have great eye appeal.

We're saying that I can have a card in my bike spokes for 10 years and get a PSA 1, or I can crack a PSA 10, take the world's thinnest needle, and poke an imperceptible hole in the card and get the same grade. Baffling....
I'd MUCH rather have a card with a pinhole than one with a crease (no matter how slight) or corner wear (of any kind). I do think a PH qualifier makes way more sense than some kind of automatic PSA 1 (or 1.5).
