You need to wet it with a sponge or other moisture source OR like the lady at the P.O. did yesterday lick it and stick it. [Not advised if you need to use a lot of it[. I did buy a roll of the self adhesive type and when I went to use it, chit was too shiny and the inkstamp would smear.

The stuff here in my local USPS is self adhesive. And, they will give you the roll to use. Quite a difference from the USPS locations where I use to live at in the south.
The tape the OP is selling is indeed difficult to find, I have a huge roll myself - the good part of having it is that it can be used for registereds where they stamp it to seal it and the ink adheres to the tape. That self adhesive stuff is much more common, but at least my PO will not take it for registereds. When you send lots of paperwork back to the old country like I do you learn and find the good stuff.

The PO actually has a narrower version without the reinforcement. The stuff I have now my old employer buys by the pickup load.
