Milkspots

I submitted ten 2006 20th Anniversary ASE's under the guarantee resubmission service (milkspots) at this year's FUN show. I had called PCGS customer service a couple days before FUN and also asked the gentleman that helped with the submission about the milkspots. Both times I was told that David Hall would look at the coins and if the coins were downgraded, I would receive the difference between the grades or PCGS would buy the coin. There would also be a $25 charge for coins that were fixed and kept the original grade. I received the coins Thursday 1/24/13 and all kept the original grades, all still had spots and I was billed $289. I called customer service Thursday 1/24 and Friday 1/25 for an explanation. Both times I was told that customer service could not help and I would need to talk to David Hall, both times I was sent to Julie's (David Hall's assistant?) voice mail and I have never received a reply. I received a credit from Discover but not a peep from PCGS.

What the heck is going on?

I have had 46 MS 70 ASE's with milkspots at PCGS since early November, for re-eval and still haven't heard back. I called about them last week and was told that the process is slow and that Mr. Hall needs to look at all re-evals.
