How does this card get a straight 8?

I search for this card on occasion and saw the current bid is pretty low. No PD qualifier?

    Sometimes it just doesn't make sense. In the past I have gotten back a couple of PD's that I looked and looked and never was able to locate any type of print dots or defects. And then you see a card like this one? I guess when you grade thousands of cards, some are going to get by.

    I'm guessing is was a 9PD and submitter requested NQ which knocked it down to an 8 rather than a 7. Left edge is chipped as well. Not sure if this is common with the set or not.
