Ebay situation

I would like some feedback from others about how you would handle this situation I ran into on ebay. I bought several lots from a Top Rated Seller. The total was over $250. I paid and never heard anything back from the seller and he never posted a tracking # to ebay. I thought it was a little strange as it was a fairly large sum of money to not post a tracking # and given the fact he is a top rated seller, I assumed he tracked everything.
After about a week having no communication from him or a tracking # posted I emailed and asked if he had shipped and if he could provide me with a tracking #. He then responded with a screen shot from his ebay account which basically just showed the orders being combined and that the estimated delivery time would be between the 17th and 20th, although when I paid estimated delivery time was only 2 to 3 days. So he said it looks like I sent it parcel post judging by the estimated delivery time and to give it until the 20th and let him know either way.
So it didn't come today and I contacted him. He basically said it was his fault and would reimburse me which he did but here is what I am questioning, he sent me an ebay cancelation for each auction and asked me to cancel them so it would save him his fees. Now honestly, my first thought is heck no as I was already irritated I didn't get the cards I ordered, coupled with the fact he didn't acknowledge receipt of payment or shipping the item and I had to email him to find out if he shipped them.
He has perfect feedback and for some reason I am wondering if he actually shipped them. I asked him if he had any kind of Post Office receipt to prove he shipped them and he said no. So, do you cancel the transactions for him?

He actually refunded my money today, so I am not out the money.

Yea, that is what kind of has me thinking. While I can't prove he didn't mail them, he could have easily proven he did had he mailed them correctly. In one of his emails he sent, he said he usually prints his label's through ebay but since the package was larger he sent them Parcel Post and took them to the Post Office. If I'm not mistaken the Parcel Post shipping is an option when printing labels on ebay. Being Top Rated Seller with over 5000 feedback you would think he would make sure to send it with signature confirmation, yet he basically just put them in a box with nothing. He doesn't even have a Post Office receipt to show he mailed them.
Just sort of seems he didn't like the price he got as I thought they went kind of low. Of course I'm just wondering if I thin k he didn't send them just because I am disappointed about not getting the cards. Maybe I should check the actual rules for canceling orders as well. He didn't put a reason in the cancelation request.

Parcel Post is no more. Here's what it says on the ebay page where you print shipping labels:
"USPS discontinued Parcel Post®. A comparable replacement, Parcel Select®, will be available via eBay Labels in March."

Correct, but Parcel Post Select IS available already at USPS.com and the Post Office. eBay is just lagging a bit due to the coding changes I guess.
This wrinkle may lend some additional credibility to the seller's story.... but at the end of the day, only he knows the truth.
Personally, I would sit tight another week to see if they show up yet. If not, then I would agree to cancel and let him get his fees back.
Not doing so may needlessly get you on his blocked bidders list and come back to bite you.
