Ebay preventing a buyer from completing a transaction?

I have a buyer who says he can't pay because ebay won't let him and is telling him that he's reached his "limit" or something like that.

Anyone ever hear of this sort of thing?

Ask him to mail a check or mo . Or he has to verify his bank account with paypal to increase his limit.

I suggested he mail me payment, and he paid via paypal within minutes, so who knows.
