T/B centering will likely keep it at an 8, maybe 8.5, but it's a nice card you have no doubt was pulled from a pack, LOL..

Some of the worst rough cuts I have seen have come from a well known sheet cutter. This doesn't look like his work though. A rough cut shouldn't keep it from getting a 9.

I currently own the #1 Registry set and I agree with the above analysis. The rough cut, in my opinion, adds to the card. I think it's a 9 and an outside shot at a 10. Is it worth grading though, not sure. You might make a couple of $$ on a 9. If it's for a registry set , then probably.
Agreed, but centering T/B likely will. I've submitted quite a few 78 OPC cards over the past few years and this card is almost certainly centered too high for a 9, and definitely so for any chance at a 10. That's why the card is in a PSA 8 holder to begin with.

Zero chance of a 10. Not a great shot at 9. There are two different ways PSA graders determine centering on these cards. Some see 50/50 all the way around as perfect. Others see Top=Left Side=Right Side as perfect. If you get the latter of the 2 schools of grading, you'll probably get a 9. If not, it's an 8.

Agreed +1................
I too have graded 100's of 78 OPC over the last couple years, that is an 8, I don't think it even has a chance at a 9. And even a 9 will only bring $10-$20 bucks average for a common. So why bother.
just my 2cents!

That's a tough one - might be hard to get a bump.
