Digging past the news reports ... (which referred to "precious metals") and looking at the actual ordinance, this applies to jewelry only. Coins & bullion are specifically exempted.

    The use of, "mugshots" is a bit inflammatory (and not referenced whatsoever within the article- just goes on about photographing the seller and the material sold).

    If it assists in helping prevent fraud/theft, what is the downside?
    No one need be so vain as to think there would be any other motive.
