bizarre message from eBay

A seller on a cheap card told me it had been shipped, but never provided a delivery confirmation - despite multiple emails from me. Today is day 45 since the PayPal payment, so I go to open a case, and get a response that I cannot open a case because the deadline has passed. The stated deadline was February 10, 2013. Apparently today is later than today.
I went to my credit card company on this one. They're a little saner.

I believe that it goes by the minute/second, not by the day. In other words, the 45-day deadline does not end at midnight unless the auction ended exactly at midnight.

The card with shipping was $2.49. It's not something I'd get too worked up about when it doesn't arrive, and I normally don't bother contacting even sellers on expensive items unless at least 3 weeks have passed without a tracking number.

I set a tickler in my calendar program for all PayPal payments to remind me when day 45 is. Looks like I better change that to day 44.
