What is the true definition of the term "Short Print"

To be classified as a true short print, what is the maximum print run? I am referring to non serial numbered cards. As far as numbered cards go, is a card serial numbered to 500 considered a SP? What about one numbered to 1500 ? At what point is it no longer considered a short print?

If 500 cards are printed 5 times, card printed less are short print.
If 500 cards are printed 5000, any cards printed less are short prints.

In vintage (50's-70's), short prints were cards that due to an uneven total number of cards in a particular set (55 as an example), that didn't line up with a total number on one, two, three sheets, (say 132 per sheet) would end up being single printed while others in the set got double printed. There are also recognized double prints in certain sets due to sheet lay out as well.
