What is definitive view on stain removal?

What's the board view on stain removal amd grading? Is this practice acceptable?if a card goes from 6 to 8 by removing some discoloration is that acceptable? Does psa allow for some less invasive surface cleaning?

86-88 fleer basketball stickers all had wax stains on them. Common practice to rub off the excess wax if this is what you mean?

Actually talking more about dealers who buy mid grade well centered vintage and think they can freshen up the card to get the age stains off them and regrade for an 8.

Heard that may be going on and was curious how much it should be bothering me.
