I know it's in celebration of the construction of the Karawanken railroad tunnel in Austria May 1905, but that's all I can find.

Not familiar with it.
BUT it is a medal given after completion of a tunnel between , I believe Klagenfurt -Austria and Triest Italy??
may be wrong but think right..

That Karawanks tunnel commemorated was a railway tunnel.
And frankly, if some guy came through that rubble with that sledge hammer, I'd be bowing instead of shaking his hand.
Maybe the steel-driving dude was named Johannes Heinrich, hein?
