Question about GU Jersey cards

As I am watching the Jazz play the kings I thought about how small john stocktons shorts are. Then I began to expand on this thought a little til I got to Game used shorts cards. Now here is what I think and I would like to know if I am right. Do they actually create less GU cards of the people who wear smaller shorts??? I mean they can't get the same amount of gu material out of stocktons shorts compared to Shaq's or someone else who is really big. So what do you think??? Less jersey cards for smaller players?
