I had mentioned this before, concerning the bar found on the diagonal of the N of the word IN. It is basically the same anomaly type that you are seeing in the 9 digit of the date. The image provided clearly shows this seemingly "extra" bar. Does this make it a doubled die on the word IN? NO, it is just an engravers glitch, the same that is on the 9 digit.
