Sorry, I think it's a business strike. Rounded edges on the rim instead of knife-like squared off. Here is a picture of a NGC PR65 I sold a couple years ago.
I believe it's an early die state on a date that is typically very well struck. But this is one of those coins that are famous for being misattributed as a business strike. I once owned an Type 1 in an NGC MS65 slab. It regraded at PCGS as a proof. So even the professionals have trouble.
