Does anyone know?

Do you mean re-grades or are you asking about added services like attribution?

    regrades.

I have a few that are coins that should upgrade.

You can use vouchers, sure. All eight (or four) coins must be submitted together, and for the same service (regrade). I'm not certain, but you could also submit for the reconsideration service, but you'd probably need to pay the 1% surcharge for any that upgrade.

What I don't understand is, that if I submit PCGS coins for Regrade, and they at least garner the PLUS or a higher grade, do I need to pay that 1% of the final value? I have a number of PCGS Plus coins that I would like to submit for Regrade, but if I will need to pay 1% of their NEW PCGS VALUE, I might not submit them. Much of the fun of buying PCGS PLUS coins is trying to submit them for Regrade, and hoping for the higher grade. Without this, why bother to pay more for the PCGS PLUS graded coins over the straight graded coins.
I collect Capped Bust series by variety in PCGS AU/MS grades.

Is there anyone from PCGS to chime in on this?

Depends on the service. Regrades do not have the 1% surcharge as the coins are removed from the holder and graded raw.

The crossover's and reconsiderations do have the 1% surcharge. They would do the grading on the vouchers. They will hold your grades hostage until you give them a CC number for the 1% of the new value for each coin placed in a new slab.

Mozin, if you submit your coins for a Regrade, the 1% Guarantee Premium won't apply unless they qualify for the Rarities service, which is any coin above the estimated valuie of $100,000.
