No Date 1916 Dbld Die Buffalo. Why won't PCGS certify?

I sent a no date 1916 Doubled Die Buffalo in back in October 2012 and it graded FR-2. I sent 1 more in in early November 2012 and it did not grade (code 86, authenticity unverifiable). I figured I would try this same coin again along with 2 more in late December and the results just posted. All 3 were Code 86. So, I'm a little confused as to how 3 months ago they graded one FR-2 and now they won't grade these? All of the submissions were the same (regular) service. Anyone else had success/failures with the no date doubled die?

What diagnostics were you using to identify the doubling? The only reason I ask is that I posted a 1916 a couple days ago that had strong feather doubling as well as full profile doubling. However, the date, while full and clear, had minor strike doubling. Consensus of the board was that all of the doubling was strike doubling. Take a look at it when you get a chance...

The doubling on the hair ribbon is unmistakeable on genuine coins. Check that area, too.
