No Date 1916 Dbld Die Buffalo. Why won't PCGS certify?

I sent a no date 1916 Doubled Die Buffalo in back in October 2012 and it graded FR-2. I sent 1 more in in early November 2012 and it did not grade (code 86, authenticity unverifiable). I figured I would try this same coin again along with 2 more in late December and the results just posted. All 3 were Code 86. So, I'm a little confused as to how 3 months ago they graded one FR-2 and now they won't grade these? All of the submissions were the same (regular) service. Anyone else had success/failures with the no date doubled die?

Note the lack of doubling on the "3rd" / short feather behind the neck,
when comparing with OnWithTheHunt's example.
