I work with modern PCGS graded 70 coins........Often times I will get a 70 with spots or problems........I have sent maybe 7 back for regrade or spot review........each time the coin has downgraded because of the problems......each time PCGS has agreed and sent me a settlement offer that was more than fair............It's part of their grade Guarantee............
