What percentage of slabbed toners do you think were graded "under the radar" (before the sniffer test) and are actually AT? How would that affect sending one in for a possible up-grade evaluation?

The Sniffer is rarely used (Secure Plus only, with an occasional non-SP exception). So most graded coins have not been sniffed.

The Sniffer doesn't detect AT anyway. It senses banned substances used to improve the look and to deceive.

As for upgrading, go for it. The coin is already protected by PCGS's guarantee. So you have little to lose beyond the cost of a regrade or reconsideration.
