Centering/Qualifiers Question

Let's say I have a card that structurally is a PSA 8, and centering is the only issue. I request no qualifiers. The centering is good enough for a 7, but not good enough for an 8. Will the card be given a 7? I ask because I recently received this card back. The centering appears to be between 65/35 and 70/30. According to PSA, that's marginally good enough for an 8, certainly good enough for a 7. I can't see anything other than the centering that would bring this down to a 6. Opinions?

Those are normal for this issue, though if the perforations are broken, they do deduct seriously for that. I'm confused about the centering because someone told me that in lieu of the qualifier they deduct two grades. So I'm wondering if this would have been an 8, and went to a 6 even though the centering is clearly adequate for a 7. That wouldn't make much sense, admittedly.
