paypal dispute deferred??

Got an email saying a buyer was unhappy with his purchase, mainly because he hasnt received the item which he is located in canada and the tracking shows it left the country. I sold it back on Oct 31st so is way beyond the 45 days for the dispute. No contact since then i get this email from paypal saying something about deferred dispute, what does this mean?

Might be a chargeback if the buyer used a credit card, which PayPal has no say in their decision. Otherwise I dunno.
