Seller described a medal as 3". Medal received is 1.5". Let's see how far eBay Buyer Protection goes.
This freakin' year just has not been going well for me, so far. Hopefully, things will improve tomorrow at the Waldorf.

What did he say when you asked him about it?

I have not received a response, yet. Unfortunately, even if I collected this type of 32 mm medal, I would value it at about 10% of what I paid. Difficult to shrug off that sort of difference.
