This card features a "Rare ID".....I don't understand...can someone explain?

the last 3 digits of the cert match the card number

Is there really a group of collectors that would pay extra for that? I understand there are some wierd collectors out there...I get it. But cert numbers? Is this the new fringe of the collector base?

I think the card # is a coincidence,
I think he is saying it is rare, (the high grade) and the id / cert # is 99999999
