Can someone help me understand on the PSA submission

I have about 200 cards I would like to submit for grading I would like to submit for the $6 bulk submission. What I do not understand is where I see the declared value has to be less than $100. For example I have a Montana RC and 2 Jerry Rice RC that could grade out a 8,9, or possibly 10. Obviously the value will be affected by the grades. My thought would be to have the declared value of each card at $99, which would be about 19.8k in declared value for the lot. I doubt the lot as a whole is worth more than that. Am I looking at this wrong, do people who submit a couple hundred really go through and declare different values for different cards.
Thanks

You should estimate the value of your card based on its present state (raw) as you cannot guarantee it will grade 8 or higher, even
if you think the card is gem mint. If you really want to decalre a higher value, you'll have to use a service level other than bulk, but in the
case you're describing, I would not recommend it.
