1977 topps reggie cleveland oc?

just got this back today and i have no idea what oc is then? what the heck im i missing? the back is just fine too.

when the card is that close to perfect you automatically get a qualifier? lol, card looks like a nq 9, at least.

Isn't it centered too low? I don't grade 1977s except for a few star cards so maybe I'm wrong. However, '71s and 75s with that top to bottom centering would probably not get a 9 NQ.

What is top to bottom centering? It looks off, but granted, not so off to get the OC qualifier.
