question about free subs

for whatever reason i decided to renew my psa membership (i let it lapse about three years ago). anyway, i was wondering how particular they are re: the $500 value limit. for example, i have a couple of fairly nice opc gretzky rookies that i think might grade psa 7. is it okay to submit these? if they do grade near-mint they exceed the $500 limit, but on the other hand they might only fetch ex-mt 6s which makes them below the limit. i don't suppose the grader takes this into consideration when he/she is grading the card, do they?
