another ebay situation

I sold a few hockey cards on ebay to a buyer in canada on 10/31 and were shipped 11/1. He sent me a message two weeks later asking if they were shipped. I haven't heard anything since and because the 45th day is approaching would you say im still responsible to refund or anything if he can't open a case against me?

as long as you have a customs form with a tracking number on it.
Check with your local post office. It might be a direct number to
the customs office.

Packages sent regular first class almost always make it to their destination in Canada, but Canadian post is both slow and inconsistent. I've sent items to repeat buyers where one time it will take 5 or 6 days and the next time it takes 3.5 weeks, same weight and same recipient.
I wouldn’t be too worried at this point. It sounds like he probably received them which is why 1 month later, he still hasn’t written back. I think it’s safe to assume you’re good. At my job, I’ve noticed a lot of people who have been mailing payments, that they are not showing up to my office in the same time that they have been in the past. Since Hurricane Sandy, there has been a huge increase in either payments getting lost or taking weeks to make it to us when it should only take 3 or no more than 4 days.

Registered doesn't technically qualify for Buyer/Seller protection, Express Mail International does... and it costs a lot more. Canada Post is not the problem, outbound mail sits in USPS distribution centers for what can be weeks. Just follow the tracking, once an item is in Canada it typically takes a few days to be delivered anywhere.
