This one just in and has amazing spiraling luster... It was difficult to image as the lower portion of the obverse is just as neon and lustrous as the top half but it`s close to the real look as I could get...

However, technically speaking, wouldn't you think the coin is an ms64.
Put another way, if one was to dip the coin (and I'm not suggesting anyone should do this EVER to a coin such as this), but if the coin was 'stripped' of its color, would everyone say it would be an ms64?

No, it looks gem to me. Main part of the cheek looks quite clean. The hits near the nose and slight scruffiness in the fields won't hold it from 65. Don't forget that these are very large pics.

DoubleEagle59 I can see where you can think that... I agree with Slammer that the large pic and then also the way the unforgiven angle of the lighting enhances the chatter in my pic... It was a trade off with illumination of the color and also illumination of the chatter for my lighting set up... In hand it looks very clean... I will say your idea of stripping the color and you would see a lower grade is perhaps right on with some coins I don`t think it would make a difference with this one however as the reverse counts as well for the grade and on this one the reverse is a very solid 67... Take that into effect and with the extremely nice strike and luster on this one I truly believe PCGS did an excellent job...
Good eye though and thank you for taking a VERY good look at the coin...

in hand because of the vibrant color pattern. Don't agree that the reverse is a lock down 67 as there is some upper field chatter, a few grazes on the eagle's chest,
and some distracting streaks in the field. But since these coins sell primarily on the outrageousness of the colors, it matters little whether it's a 65 or 65+.
I'm not that big into Morgans, but I've never seen one where a not all there obverse was carried by an exceptional reverse (ie a MS64 or 64+ obv and a MS67 or 68 reverse that
carried the coin to an overall MS65 grade). I have a raw common date with a 64 obverse and a 67-68 reverse. I consider that coin a 64. There's almost no benefit
to having a Morgan or Barber coin with an exceptional reverse as the obverse carries 80-100% of the grade, assuming the reverse is not worse. You'll almost never find a
large portrait obverse coin where the busy reverse is not nicer than the obverse, and often 1-2 grades finer (ie Morgans, Barbers, $20 Libs). I would agree that a MS64++
common date Morgan obverse should get carried to MS65 assuming the reverse is 67 or 68. That's probably not the case for a rarer date where you need it all on the obverse.
In the case of $20 Libs, I've never met a person who felt a great reverse should have helped bump the grade. They are basically graded 100% by the obverse, assuming the reverse
is no worse.

With regard to overall technical grade, up until a few years ago a coin with these bag marks and dark color on the bottom half of the obverse would indeed have graded MS64, regardless of the coin's other noted positive attributes. These days, these attributes occasionally push the coin's grade up to MS65 or MS65+. Curiously, this grading inclination does not seem to have occurred to the same extent for coins at higher grade levels. And, PCGS still seems to follow David Hall's original policy to rarely grade rainbow toned coins MS67 no matter how clean they appear to be. My guess is that this perception leads to owners submitting most such high quality toned dollars elsewhere for grading or regrading.
Accordingly, collectors of toned Morgan dollars seeking gem toned dollars in the MS65 to MS65+ range should be wary of relying on their sense of how many and where bagmarks will found on a newly offered coin's obverse based solely on past experience. Today's standards seem to be more tolerant of bagmarks if the colors and luster are exceptional. I'm not saying this is good or bad, just clearly different in my mind.
roadrunner thanks for the well put together and time put into that response... I still think that the obverse along with the technically better reverse deserves a gem grade and I believe that the graders take in effect more then just the number of dings when grading... All within reason of course and somewhere along the line the coin had been in for a regrade and came back with a plus added... With that said to be quite honest I still would have wanted it even if it was in a 4 holder but again I believe it graded correctly for what it is...
